			<content:encoded><![CDATA[<p>The Certificate of Degree of Indian Blood or Certificate of Degree of Alaska Native Blood (CDIB) (literally &#8220;Certificate of blood quantum&#8221;) is a document that certifies that a person has some degree of Indian blood of a tribe or community North American Indian U.S..</p>
<p>This document is produced by the Bureau of Indian Affairs (BIA), after the applicant has provided a complete list of his ancestors with legal documents justifying it as birth certificates, marriage, etc.. or registration in the <em>Dawes Rolls</em> . This certificate can register on the <em>Dawes Rolls</em> . The BIA is based on the <em>Dawes Act</em> of 1887 and subsequent amendments, as the Burke Act of 1906 .</p>
<p>The <em>blood degree</em> can not be achieved by adoptive parents. The information listed are kept confidential due to privacy laws. This certificate does not establish whether an individual is a member of a community, it only allows certain rights to obtain administrative, legal and tax extra.</p>
<p>Some tribes and administration require a minimum percentage of ancestors to be recognized. For example, the Cherokee Indians of eastern require at least 1/16 <sup>th</sup> of blood, the Bureau of Indian Affairs, to get the &#8220;Higher ED grant&#8221;, a scholarship to college, requires 1/4 degree minimum.</p>
<p>The existence of the CDIB is controversial, many <a href="http://www.indigenousreporting.com/">Native Americans</a> have not taken the step to register.</p>
